Abbakumova D. The Committee of Ministers of the Council of Europe.

The thesis is devoted to theoretical and practical aspects of the functioning of the Committee of Ministers of the Council of Europe. Special features of the formation of the institutional system of the Council of Europe and its impact on the activities of this international organization are considered. The evolution of powers of the Committee of Ministers from its origins to the present according to the European Convention for the Protection of Human Rights has been explored. The leading role of the Committee of Ministers in the system of the main bodies of the Council of Europe is grounded. As a result of analysis of organizational structure of the Committee of Ministers a conclusion is reached about its gradual transformation from an ordinary intergovernmental body into a large and difficult system with a multilevel structure. The thesis investigates peculiarities of the way the Committee of Ministers exercises its major powers of statutory and non-statutory nature. Suggestions are provided for improving the procedure of supervision the execution of judgments of the European Court of Human Rights by giving additional powers to the Committee of Ministers in this area.
