Essay

Object - the process of pre-school education in the state. Purpose - the development of theoretical principles of pre-school education and develop practical recommendations for its improvement as an important condition for ensuring human development priorities of the country. Methods - induction and deduction, analysis and synthesis, formalization and logical approach, empirical knowledge, grouping, comparison, observation, graphical analysis, synthesis, transition from abstract to concrete and from the concrete to the abstract, formal-logical methods. Results - deepening theoretical and methodological regulations and study a set of measures aimed at solving practical problems of pre-school education in the context of humanitarian development. Novelty - singled components preschool education that show signs of public and private benefits and positive externalities the content and the impact of services on human development and economic processes and justified on this basis the conceptual principles focus on pre-school education of budgetary resources and means consumer services; improved set of measures to enhance the impact of financial instruments to stimulate providers of preschool education to more efficient implementation of urgent humanitarian policy objectives and conclusions on ways to increase the independence and financial autonomy of preschool institutions, diversification of sources of financial support; improved scientific approaches to ensuring the effective impact of pre-school education to achieve human development priorities through the implementation of a set of measures that coordinate the formation of local spending on pre-school education programs of socio-economic development of the region and the priorities identified in the country humanitarian policies; were further interpretation of the concept of "pre-school education system", theoretical approaches for improving the systematization forms of pre-school education and interpretation of the principles of pre-school education. Introduced in practice Khmelnytsky Oblast State Administration, the Department of Education and Science of Khmelnytsky Oblast State Administration, financial management of the Ternopil Regional State Administration. Scope - activities of the Ministry of Finance of Ukraine, Ministry of Education and Science of Ukraine, the Verkhovna Rada of Ukraine on Science and Education.
