Essay

Dissertation is dedicated to exploration of the phenomenon of the "European regionalization" as an element for development of the multi-level governance in the European Union, in the circumstances when integration and regionalization processes develop in parallel. In the course of the research it was established that the main impulses of "European regionalization" became, firstly, communitarian alignment policy on behalf of the EU and, secondly, the response of the already empowered regions towards this policy. Steps taken by the EU on the communitarian level in the framework of the common regional policy implementation facilitated development of the environment, in which the systems of regions participation in the EU policy development were formed. With regard to the research process development in the EU federal member-states it is noteworthy, that the EU common regional policy contributed towards implementation of the federalization reforms and conducting of the "European regionalization" in Belgium and in Germany, as a result of the "European regionalization" process lands have acquired a range of features of a multi-level governance system element. At the same time, regionalization as a whole and "European regionalization" in particular, is being conducted in France mostly not from within but from without, that is influenced not by internal, but by external factors; the main factor being the factor of France's membership in the European Union and its participation in the implementation of the EU regional policy directives, as well as use of funding from the structural funds for the regional policy needs.
