The thesis is devoted to the analysis of the legal status of the World Customs Organization in international law. This paper addresses the issue of international customs cooperation, and in particular the establishment and development of the institutional mechanism of international customs relations. A special place in this field of legal holds it World Customs Organization. Based on the analysis of existing contractual rules of international law the theoretical and practical aspects of the World Customs Organization, its legal nature, internal institutional mechanism functioning and participation in the creation of international law. In the context of modern views on the legal personality of international intergovernmental organizations investigated the question of international legal personality of the World Customs Organization, the privileges and immunities of officials. Make analysis of the functions of which it is endowed with the founder, to coordinate international customs cooperation. The thesis examines in detail the content of the Convention on the establishment of the Customs Co-operation Council, a founding act of which establishes the basic provisions of its creation and activities. Generalized, that all Convention established under the auspices of the World Customs Organization aimed at simplifying and harmonizing customs procedures. Particular attention is paid to the question of membership in the World Customs Organization. Established that, unlike other international intergovernmental organizations separate customs territory endowed with the same range of rights and duties as a Members. The questions of cooperation World Customs Organization with other subjects of international law, in particular with a diverse group of international intergovernmental and non-governmental organizations.
