Furmanets K. External public debt of Ukraine under conditions of global transformation.

The thesis is aimed at extending the theoretical framework for studies of external public debt under conditions of global transformation and improvement of public debt management system in Ukraine. The economic nature of public external debt and factors which lead to its growth are studied. Comparative analysis of trends in public debt in selected countries with different per capita income, including Ukraine, is made; recent transformation processes in the IFI operation are outlined. The methodology for comprehensive evaluation of the external public debt management quality for Ukraine is proposed. Practical recommendations on improvement of methods used for the evaluating the impact of external economic shocks on the dynamics of Ukrainian debt indicators for the medium-term perspective are formulated. Key vectors for improvement of public external debt management, aimed at enhancement of its effectiveness, are defined.
