Object of research: the institutional component of the socio-economic system, which operates in conditions of transformational shifts. Objective: justification of the institutional system of state functioning content and structure within the macroeconomic management, determination of compliance of the theoretical basis and the socio-economic system development objectives and the determination of the leading institutions which affect the implementation of public policy results. Methods: dialectical method of cognition, systemic approach to the study of economic facts and processes, method of historical analysis, methods of certain facts and results of research comparison and logical generalization, analysis and synthesis, classification of objects and processes, methods of economic measurement, economic and statistical methods. Results, novelty: for the first time the role of confidence in government economic policy as an important factor for economic system stable functioning by maintaining such the socio-economic uncertainty removal conditions, as legitimacy, state sovereignty and the integration capacity of the state is defined; improved the disclosure of the state economic functions realization contradictions due to the justification of the objective state several institutions historical degradation influence, which is contrary to the nature of the state as sustainable basic social and economic institution and expands the range of uncertainty in socio-economic processes and requires institutional reforms and the idea of conceptual approaches to the state institutional structure improvement through the emphasizing of the factors connected to the state functioning "failures", in the context of economic system institutional changes considering the modernization of the national policy, due to the complexity of internal socio-economic processes and the necessity to global changes adaptation; further extension of the proof of local governments resource support strengthening necessity considering their increasing role in the state economic and social functions realization and current socio-political changes by improving the system of financial equalization as a prerequisite to ensuring national economic security; substantial characteristic of the state economic functions realization improvement as criterion of government decentralization efficiency through applying of the national monitoring system for the actual state socio-economic development disproportional rate analysis during the decentralization; the argumentation of the endogenizing national economy development model necessity in terms of institutional reforms through the use of internal resources and the protection of national interests considering the state socio-economic system external influence intensification, which leads to the institutional risks and uncertainties variety formation; the description of contradictions between state monetary and fiscal policy by disclosing the inconsistencies of public debt monetization and the general money nature, which threatens the decline of the national currency and banking system confidence.
