Essay

General analysis of communication services as a medium for making citizen appeals is provided. Organisation of citizens' interaction with authorities in heterogeneous web environments is analysed. Stages of realising citizen appeal processing system (CAPS) in heterogeneous web environments are defined and peculiarities of executing each stage are identified. The architecture of CAPS is designed, its components and functions as well as features of software implementation are described.
