Shulga I. Relationship between political and administrative component of public administration: trends, concepts, improvements.

The thesis found the place and role of relationship between political and administrative component of public administration of Ukraine. Studied the basic concepts of relationship between political and administrative component of public administration, the theoretical justification of the main trends of development and ways of improving relations in the current modernization of public administration. It was established that at this staging point of formation Ukrainian public administration peculiar hybrid model of relationship between political and administrative component of public administration, characterized by lack of clear distinction between politicians and civil servants, and participation both of them in the definition of policy development. The possibilities of applying mathematical tools to study the efficiency of relationship between political and administrative component of public administration, taking into account the specific character of public administration in Ukraine. Developed the methodological recommendations for application operations research for non-Markov queuing systems to determine the quantitative performance of the public authority. Examples of the application of mathematical tools to determine the quantitative indicators of the Center to provide administrative services.
