The thesis is devoted to scientific substantiation, development and implementation of functional and organizational model of health management at the regional level based on its informatization. The proposed model consists of available resources (computerized jobs in offices and institutions of health care, access to the Internet), existing components, but partially modified by functional optimization (department of medical statistics at the level of health care information Analysis center local and regional authorities, accounting and statistical reporting forms), and qualitatively new elements (engineering group with the support of a unified information system at hospital district, the only software licensed software only register patients training system for health health on the use of common information systems, electronic document management system). Architecture of the information system would create a single regional control center that is responsible for organizing the collection, processing, storage, transmission and analysis, consulting services with the creation of a central unit that is self-contained and provides online work with all components of the system. In the basic version is supposed to connect client workplaces in using the interfaces provided by the vendor responsible for all components of the system.
