The thesis is devoted to the problem of theoretical generalization future managers of foreign economic activity legal competence formation; the necessity of the theoretical and methodological and organizational aspects of the process of the students of higher agricultural education establishments improvement according to modern standards is actualised. The analysis of psychological and educational literature allowed to distinguish the content and nature of the key concepts of the study: "competence" (a set of internal resources of the individual (skills, psychological characteristics, values, previous experience, which were not the result of any teaching impacts) and the quality of its formation in the context of specialist training (availability of specific individual's competence; the existence of characteristics that determines the activity effectiveness and the personal attitude to its own results), "legal competence" (the ability of problem-solve legal issues in the context of professional activity). The term " future managers legal competence" is understood as a qualitative of description of the subject of legal relations, providing knowledge and performance of social norms and rules of conduct that are authorised or imposed by the state in accordance with its rights, duties and powers. It was distinguished that "future managers of foreign activities legal competence formation in higher agricultural education establishment" - is the integrated process of institutional activity, which is directed on creation of conditions for personal and professional legal growth of students that implemented by acquiring and further improvement of legal education, legal orientation and legal preparedness implementation of legal action, the implementation of legal relations, solving professional tasks on a legal basis. The essence and structure of the legal competence of managers of foreign economic activity of higher agricultural education, which singled out the following competencies (general, professional, organizational management, planning, information and communication, information and reference, market research, forecasting and analysis, cultural and educational, research) and components (value-motivational, cognitive-communicative, practical-activity) and relevant indicators: value-motivational, cognitive-communicative and practical-activity. Indicators of motivational-value component are: the system of social and legal values, needs, feelings that motivate students to legal action, form their positive attitudes, awareness of the importance of human rights and law activity, causing a strong interest in gaining knowledge and acquiring necessary skills; indicators of cognitive-communicative are the system of legal knowledge, awareness technology professional legal activities ability to establish interpersonal relationships, coordinate their actions with actions of other entities; indicators of practical-activity block are skills, willingness to deal with problems legal focus, plan and organize legal work, legal activity, manifested in various fields. Future managers' of foreign economic activity legal competence levels are described on the basis of certain components and parameters: high, medium and low. The model of legal competence of the future managers of foreign economic activity is theoretically proved and tested and covers the following components: methodological and target (goal, tasks, methodological approaches (competency, system, situational, axiological, personality and activity) and principles: personalization, variability, problematic, integration, the principle of humanistic values domination), The procedure (content, forms, methods and means of the process of future managers of foreign economic activity legal competence formation in agricultural higher establishments) and evaluative-effective components (motivational value, cognitive-communicative, almost-activity) indicators , levels of legal competence of managers of foreign economic activity (high, medium and low) and the result is that characterizing the changes achieved under this goal. Pedagogical conditions future managers' of foreign economic activity legal competence formation education institutions are defined and tested: the organization of educational environment Agricultural University towards the establishing of future manager of foreign economic activity legal personality, mastering the system of legal competences through the course "Formation of legal competence of the future managers of foreign economic activity" introduction, activation and activity areas of legal competence of the future managers of foreign economic activity based on a coherent mix of organizational forms and active methods of teaching and educational process. Implementation of these conditions contributed to the achievement of educational system meet the challenges of future managers of foreign economic activity legal competence formation education institutions developing. Results of the study indicated positive dynamic changes in the levels of legal competence of students of agricultural schools, which used the proposed experimental innovations.
