Shevchenko R. Medical and social justification of technology of organization of functioning of territorial unit of government service of medicine of catastrophes of Ukraine in the conditions of industrial region.

The dissertation studied the main factors that deny adequate and effective functioning of emergency medical care as in everyday conditions, and for emergency situations, was based on expediency of civil service reform Ukraine Disaster Medicine at the territorial level. The proposed technology of organizing the functioning of the territorial unit of the State Service of Ukraine disaster medicine as an example of a large industrial region, which include the presence of medical coordination center on the basis of the territorial center for emergency medical care and disaster medicine, constant communication, control over the provision of emergency medical care and hospitalization followed affected; qualified medical personnel, who are certified and listed in the register of rescuers; trained rescue workers and volunteers of the program of premedical care; the definition of hospital base to accommodate affected by emergencies; transport for medical evacuation and sustainable medical provision. To further improve the use and harmonization of procedures to attract sanitary vehicles for the evacuation of casualties was developed technological scheme of the medical evacuation of casualties as a result of emergency road regional centers for emergency medical care and disaster medicine, which contains the algorithm for calculating the vehicles for medical evacuation within the administrative territory . It is based on the principle of comparative analysis and choosing the best option with minimal resource opportunities.
