The thesis is devoted to solving the scientific task of ensuring the reliability of information processing systems operators and management in the distribution of functions between them. The scientific approaches to the analysis of human-machine systems through a formal description of the organization and functioning systems allowing for the processing and management were improved. Algorithms typical functional structures of the human operator and automatic reduction of functional networks were recognized. The new problems of optimal allocation of functions between the operators of the information systems processing and management, ensuring the constraints related to the polyergotechnic character of these systems nature were identified and solved. The software that implement computer technology choices division of functions between operators were created.
