Grabovych T. Legal basis of EU energy security policy

The thesis presents a research of genesis, doctrinal foundations, legal nature and specific characteristics of the EU energy security policy. This scientific work runs about the evolution of the EU energy security, special attention is paid to theКissues concerning the EU energy law formation in the context of the providing the EU energy security. Current EU energy policy (as part of the European energy policy) covers 3 spheres: energy safety; competition; ecology and they are the subject of the EU energy law regulation. Among the most important sources ofКthe EU energy law: the EU multilateral energy treaties, the EU secondary law in the sphere of energy (directives, regulations; Тsoft lawХХ Р documents of the EU organs, Codes of Conduct for Energy marketing and trading, etc.). The author considers the structure and legal powers of the institutions which are carrying the functions of formation and exercising the EU energy security policy. The scientific approaches to the defying the influence of structure and specifics of different spheres interaction (security of supplies, competition and sustainability) and directions (common external policy, common internal policy) of the EU energy policy on EU energy law are substantiated. Also the system ofКthe legal means of the EU energy resources supplies guarantees under theКThird Energy Package was analyzed.
