Existing studies into the international cluster concepts, peculiarities of international innovation clusters and its role in enhancing the sustainability of regions and countries are explored in the paper. Prerequisites of international innovation cluster formation are identified, approaches to the definition of cluster's core as triggering mechanism for cluster initiation are analyzed and the stages of international innovation clusters formation process are described in the paper. Factors affecting clusters development in the context of globalization and typical models of international innovation cluster formation are determined. Stages of international innovation clusters formation in CEE countries are analyzed and indicators (in terms of business entities' agglomeration presence, demand parameters for cluster's products, availability of resources and the ability to establish links between potential participants and other institutions) for the assessment of the cluster development stages in CEE are disclosed. The mechanism of economic interests' mutual conciliation involving CEE is described. The genesis peculiarities of the international innovation clusters involving Ukraine are identified in the study and priority directions of international innovation cluster formation are outlined. The paper provides practical recommendations to facilitate international cluster development in Ukraine and to intensify innovation activities of its participants.
