It was investigated the role of the Council of Europe in promoting democracy in Ukraine. Characterized institutionalization of relations between Ukraine and the Council of Europe in the context of policy guidelines for Democracy. Defined the place problems of democracy in Ukraine among the instruments of the Council of Europe in promoting democracy.
