Kazak K. Economic and legal support of publishing in Ukraine

The paper provides a comprehensive description of the publishing activity as a kind of economic activity. It sets of socio-economic and historical background of the emergence of publishing activities and the formation of economic and legal support mechanism for its implementation. The author substantiates the necessity of the institute of commercial law which regulates publishing. The paper summarizes the proposals of the European Commission on the good practice in the publishing, namely the provision of funding for the implementation of the adaptation of the publishers of their products to the needs of the local language (translated books); support for small and medium-sized publishing houses; ensuring proper legal regulation of relations between the publishers and the authors of the works (the introduction of design publishing contracts); using practices of joint developments of model contracts, codes of conduct, etc. The proposals for a law that would regulate the development of e-book publishing, provided protection of copyright and intellectual property rights in the publication of electronic publications on the Internet, using their libraries, national depositories are considered in the paper.
