Essay

In the present thesis the process of entering of the political elites of our state is upgraded and systematized. The mechanisms of joinging the elite as basic mechanisms and sub-mechanisms are defined by author. The main mechanisms of joinging the political-managing elite are elections and appointments. The mechanisms-subsystems as the sub-mechanisms of setting up the elite are: elitarian education, party affiliation, NGO's, business-elite, "selective mechanism", tribalism, passionar self-nomination, enlargement of regional elite, people's delegation. The author had developed the theoretical understanding of the phenomena of the "mechanisms of joinging of the political managing elite". There shown the criterias of staff provision for government and defined the system of staff preparation.
