Moroz S. Mechanisms of public administration by development of Ukrainian higher educational institutions' labor potential

Object of research: public administration by development of higher educational institutions' labor potential. Objective: theoretical substantiation of the scientific bases and conceptual approaches to the ways of improving the content and practice of using the mechanisms of public administration by development of higher educational institutions' labor potential. Methods: analysis, synthesis, comparative analysis, formalization, expert surveys, systematic and analytical. Results: the scientific principles and conceptual approaches to the ways of improving the content and practice of using mechanisms of public administration by development of higher educational institutions' labor potential has been grounded. Novelty: the conceptual approaches to the development of the system of public monitoring of the level of higher educational institutions' labor potential development, taking into account the place and role of the tangible and intangible resources in the formation and functioning of its system, have been grounded; the system of state-managerial impact on the development of higher educational institutions' labor potential has been improved; the scientific and methodological basis of research on the development of higher educational institutions' labor potential in the framework of the science of public administration and the practice of using the mechanisms of public administration by development of higher educational institutions' labor potential have been further developed. The results have been implemented in the activities of the Department of Science and Education of Kharkiv Regional State Administration, National University of Civil Protection of Ukraine, National Technical University "Kharkiv Polytechnic Institute", G. S. Skovoroda Kharkiv National Pedagogical University. Areas of use: public authorities.
