The theoretical synthesis and practical solving of the problem of future staff and labor economy managers' professional competence formation in the educational environment of higher education institutions are presented in the thesis; the state of the problem in scientific researches has been done by the author; the essence and informative description of the key concepts of the study are presented: "competence", "competency", " specialist competence" "specialist professional competence", "staff (human recourses (HR)) and labor economy managers ", "educational environment", "professional competence of future staff (HR) and labor economy managers", "future staff (HR) and labor economy managers' professional competence formation" The role of the modern educational environment of higher educational institution in the future staff (HR) and labor economy managers' professional competence formation. The structure of professional competence of future staff (HR) and labor economy managers are distinguished, criteria of future staff (HR) and labor economy managers' professional competence formation and their performance are defined: motivational valued (orientation of the individual future economists to business activity, the degree of awareness of the professional interests, values, systems of resistant interior motivation, creativity and search positions, advanced cognitive abilities and interests, independent style of thinking, the need for a constant knowledge updating and enrichment); cognitive informational (economic thinking, a set of economic knowledge specific areas of activity on which professional competence and knowledge necessary for basic acts are formed, the possession of special knowledge of the profession, knowledge in related fields, wide professional horizons); practical-activity (the economical activity, the ability the practical application of knowledge in solving economic problems, the degree of professional skills and professionally important qualities) criteria. The conditions of their professional competence formation are analyzed; highlights the organization and methodology of statement phase of the experimental work. The author theoretically proved and tested the model; it's also defined and tested pedagogical conditions of the future staff and labor economy managers' professional competence formation in the educational environment of higher education institutions. The model of professional competence formation of future staff and labor economy managers is developed by the author and it includes the following components and their components: methodological and target block (target, approaches, principles), substantially Procedure (content, based on the material of professional disciplines, advanced topics professional topics, traditional and innovative forms, methods, technologies), criterion-effective (value-motivational, cognitive-informational, practical and activity criteria are relevant indicators reflecting results and levels of professional competence of personnel management and labor economics). Pedagogical conditions of formation of professional competence of management personnel and labor economics are proved and realized, they are: activating of students investigating activity based on the content of updated professional disciplines; stimulating students' motivational values and responsibility for future careers in conditions of informatization of educational environment; the formation of practical skills and communicative experience in the real independent and individual professional activity.
