The thesis focuses on the identification of the ways to optimize the functions of international institutions, which assist in the increase of efficiency of international legal regulation. In order to achieve the objectives, the main directions of the development of the law of international institutions are analyzed and the works of the representatives of Ukrainian and foreign schools of the science of international law are studied. The study has carried out the analysis of the chronology of the development of international institutions. The next stage is predicted, taking into account the prerequisites that are already incorporated in the system-defined multiplicity of specialized institutions in all areas of international cooperation. The paper analyzes the limits of the authoritative prerogatives of international institutions, in particular identifies trends in specification of functions, extension of powers and growth of competence. The other core finding of scrutiny concerns the context of "the powers to extend the powers" of international institutions, defined by constituent acts. The paper defines the ways to optimize the functions of international institutions through domain and functional extension of international law-making. The formation and development of statutory law of international institutions are analyzed. The process of application of the norms of international law is studied. The thesis has carried out the analysis of international institutions' participation in the mechanisms of international legal responsibility. The role of international institutions in the implementation of the norms of international law is defined. The paper has paid special attention to the functions of international non-governmental organizations in the process of international legal regulation. To this objective, the spheres of activity of international institutions in the process of their participation or promotion of international legal regulation are analyzed. The classification of international institutions on the basis of the defined functional blocks and the qualifying coordination of international institutions with indication of the functions, aimed at improving the efficiency of international legal regulation, are carried out. The principles-instruments for the modeling of the formalized system of international institutions are introduced. Their purpose is to define the framework requirements for the modeling of the above-mentioned system and they consist of the principles-instruments of inventory, functional coordination and weighted hierarchy. The study proposes the model of the unified system of international institutions to be possibly realized in the future to decide on common affairs of international community.
