The current problems of Ukraine national parks formation and their development trends have been established in the research; the domestic and foreign experiences have been analyzed. The comparative analysis of the legislation of Ukraine and the EU has been carried out, the absence of legislation governing an urban-planning activity within the Ukrainian national parks have been revealed. The classification of national parks has been studied and formed by different characteristics: regime of the territory conservation, state of the territory exploration, geographical conditions, main function, area, the features of planning structure, significance; for the first time this classification have been supplemented taking considering the criteria of tourism reach. Typology of the national parks component elements has been expanded, in particular, except existing environmental objects (natural reserves, natural monuments, etc.), urban components have been included additionally (human settlements, resorts, short-term and long rest zones, tourist centers and other object of urban planning). "Methods of the landscape and recreational area assessment" of national parks has been improved; the list of evaluation criteria has been expanded which additionally includes: weather complex conditions and relief, existence areas of exogenous or endogenous phenomenon, indicators of recreational resources potentials. The assessment method of the recreational capacity of national parks territories has been developed for conditions of different Ukraine's "geographical areas". The dependence of recreational capacity from the level of improvement areas has been established, landscape "coefficients of stability" to anthropogenic pressures have been developed. The indicators of admissible recreational loadings on landscape in the national parks of Ukraine have been identified (daily - from 36 to 58 people-ha/day; short-term - 18 to 29 people/ha). The new method "of calculating the capacity of tourism and excursion routes" has been proposed. The new scientific principles have been formulated: the principle of "integrated ecological and urban planning" formation of the planning structure; the principle of "alternative functional zoning"; the principle of "differentiated means of architectural and landscape beautification". "The integrated ecological and urban zoning" planning model of two types of national parks areas - conservation and recreation has been developed. The implementation these principles into design practice based on proposed «planning models» of territories functional zoning are recommended. Methods of territorial organization of national parks, which have the planning structure according to the natural and urban conditions of their location are summarized. The features of "ecological and urban framework" have been identified - natural axises (rivers, coastal zones, mountain ranges), urban axises (highways, engineering utilities), the system formation s and spatial connections (network of human settlements, industrial complexes, transport, pedestrian and park roads, etc.). The formation of "object and spatial" zones has been proposed: sightseeing in areas of cultural heritage's accommodation and exposition within the reserves, botanical gardens, parks -monuments of landscape art.
