Essay

The thesis deals with theoretical principles and practical aspects of quality management in local authorities in the modern world. It is found that currently quality is defined as a set of properties and characteristics of the goods or services that give it the ability to meet due or anticipated needs, and quality control should be considered as coordinated activities to direct and manage the organization regarding quality, which includes the development of policies and quality objectives, quality planning, assurance and quality improvement. It is determined that in Ukraine in terms of increasing the functional load most organizational structures of local authorities are currently imperfect, preventing improve the quality of their work. It is proved that the main directions of improving the organizational structure of local governments should increase their flexibility, improving of internal information flows, setting up a clear interaction between the individual units for creating real organization team of professionals. Study and generalization of the world experience has shown the existence of different approaches, models and methods in quality management in various organizations, including those in government, but they can be divided into two groups: those directly related to the quality and indirectly with quality. However, it was found that to achieve truly high quality is impossible without the implementation of certain standards and strict compliance. It was also found that the most common standards used by public authorities (especially local) worldwide in developing and implementing quality management systems are ISO 9000 standards.
