Essay

The Dissertational work highlighted theoretical generalization and a new solution to the scientific task of substantiating the theoretical foundations for raising the level of legitimacy of public authorities in Ukraine. The author established that the concept of "legitimacy" exists in indissoluble connection with the concept of "legitimation", representing a state-administrative duality, which is the quintessence of understanding the essence of democracy. The author proposed to structure the legitimacy of ontological, value, normative legal, resource, procedural, identification, communicative and manipulative structural components. The Dissertational work revealed the problems of the "crisis of legitimacy" with the allocation of ten clusters of the model of legitimation of public authorities of transitional societies. The author proved that the general positive or negative legitimacy of the entire system of public governance institutions of the state is cumulative and can be represented as a conceptual system matrix formed simultaneously on 4 levels (personal, local institutional, state-institutional and international) and in 4 societal planes: The right-normative, functionally-competent, procedural-activity and information-communicative.
