The dissertation is devoted to improving the management of towing systems, which are in an emergency condition under the influence of an abrupt disturbance. The collection and receipt of primary information on the development and consequences of EME are based on the results of the investigation of accidents and incidents in accordance with the RIEE with subsequent scientific and technical expertise on the physical, logical and heuristic components to determine the nature of the transient processes when the system moves from a steady state to an emergency state, Actions of the operators of the transport process and its observer - the person responsible for the selection and adoption of managerial decisions. The paper analyzes the cases of overturning of the towed object under the influence of the own transverse waves of the towing vehicle and the towing vehicle from the tug of the towed object, as well as the cases of towage of an emergency vessel pierced by hummocked ice in the Sea of Azov and free drift of the floating ship in stormy weather. Determination of transient processes in the tow system is represented by linear differential equations of the 2nd and 3rd Newton's law for external and internal forces of interaction of material points. The logical component of the research presents necessary and sufficient conditions for stabilizing each EME with available energy and material resources. The heuristic component of the stabilization process determines the effectiveness of decisions taken to secure the towing of objects, especially in the case of group management with a single principle. The established patterns of emergency response are formulated in the form of necessary and sufficient management conditions that guarantee security. The scientific results of the work implemented in scientific research, their use in educational and production processes confirm their prospects and importance.
