This dissertation aims to illuminate the research results of the training of masters in educational measurement at the pedagogical university under conditions of student-centered learning. An analysis of the current state of the educational measurement theory and practice is performed. It had explored the approaches to the definition of such concepts, terms and categories: educational measurement, test, testing, education quality monitoring, etc. On the basis of analysis, generalization and systematization of foreign and domestic experience, the author's formulation of the concept "Educational measurement" had proposed. It had examined the essential features and content of the master's degree training in educational measurement at foreign and domestic universities. The prospects of the development of the domestic master's programme had detected and drowned up. These prospects were taken into account in the further development of the new model of preparation of masters in educational measurement. Also this study highlights the results of the study of the concept of "readiness of master's in educational measurement for professional activity". This concept was determined as an integrative personality characteristic that is a prerequisite to carry out the future job duties and responsibilities. This characteristic consolidates cognitive, activity, motivation and value components. The criteria, indicators and levels of readiness to a professional activity of masters' in educational measurement were developed and based on the indicated components and substantiated. The psychological and pedagogical conditions of forming the readiness of master's in educational measurement to professional activity are explored and substantiated: 1) the unity of the theoretical and practical components of the educational process with the provision of motivation to study; 2) the implementation of the principles of student-centered learning in the organization of the educational process of professional training of master's in educational measurement; 3) effective use of information and communication learning environment; 4) the existence of a comprehensive system of practical training of masters in educational measurement, aimed at familiarizing masters with the conditions of future professional activities even during training at university. The main finding of this research was the structural and functional model of professional training of master's in educational measurement at the pedagogical university under the conditions of student-centered learning. This model was developed, scientifically substantiated and implemented in educational process. The feasibility of its implementation had experimentally verified and proved. The practical significance of this completed study is that the curriculum in educational measurement had renewed and designed to enhance effectiveness of this master's training. The work programmes of propaedeutic course "Fundamentals of Educational Measurement", and courses "Methodology of research in educational measurement", "Testing in the HR-management", "Activities of establishments for education quality assessment" had developed and implemented. A set of test items for the effective monitoring of educational outcomes, and for the level of the readiness of master's in educational measurement for professional activity had developed and implemented in the educational process. Relevant recommendations and guidelines had prepared. The findings of this research can have an increasingly important influence for development of master's training in educational measurement at Ukrainian universities. The structural and functional model of professional training of master's in educational measurement at the pedagogical university under the conditions of student-centered learning can be adapted for training in other specialities as well.
