The main points of the culture-competence development of the lecturers in Humanities of the higher military educational establishments are defined, the criteria of its development are formulated. The theoretical model of culture-competence development is grounded and developed. It consists of the conceptual (leading ideas, principles, approaches, aim), the content (psychological, pedagogical, cultural, professional knowledge and skills, pedagogical and aesthetic experience, ethical views and beliefs, aesthetic criteria) and technological components (methods, ways, types and forms of the culture-competence development of the lecturers in Humanities). It is proved that the most productive from the point of view of the interactive, developmental, competence approaches is case-technology. The psychological and pedagogical conditions of the culture-competence development of the lecturers in Humanities of the higher military schools are singled out, the main are. the priority of the personal and professional self-actualization, the formed need for the constant self-education, self-development and self-realization; unity and interconnection of the formal and informal pedagogical education; the creation of the culture-educational environment, providing the favorable psychological climate among the research and teaching staff; actualization of the life and professional experience, promoting its continuous theoretical understanding and practical enrichment; increasing motivation and promoting the cultural and creative activities; the interactive, dialogical, joint creative nature of the interaction in the military educational process; the adaptability and workability of the culture-competence development. Thus, based on the experimental and empirical approaches, it is proved the effectiveness of the author's theoretical model of the culture-competence development of the lecturers in Humanities of the higher military educational establishments using case-technology compared to the traditional methods, its prior significance to improve the military lecturers training in the system of lifelong learning pedagogical education.
