Donets A. The International Legal Personality of Federal States in the EU (A Case Study of the Federal Republic of Germany).

The dissertation examines the legal foundations of the international legal personality and competence of federal states in International Law with an exemplary focus on German states, the specifics of them exercising their rights within the European Union. Special features that a certain actor of the international relations should be granted to be recognized as a subject of International Law, as well as the essential characteristics of the international legal status of non-standard subjects of International Law including subnational entities of the state have been determined. Social, political and legal preconditions of formation of elements of the international legal personality of German federal states and the legal bases of regulation of German federal states' international legal status have been analyzed. The aspects of the functioning of the Committee of the Regions as an advisory body of the European Union have been determined. The mechanisms of the international legal rights' exercise by German federal states using European Committee of the Regions and various strategies for the protection of regional interests in the European Union have been examined.
