The actual scientific problem is decided in the thesis: functional-and-organizational model of scientific provision of health care reform in Ukraine, which is supported by a set of legal, administrative, organizational, informational, financial technologies and is based on the inter-sectional approach, that provides systematic approach, comprehensiveness, succession, coordination and the continuity of the process of reforming the health care system in the country. In the course of implementation of the thesis investigation the human and scientific potential of the Ukrainian Institute of Strategic Research of Ministry of Health of Ukraine and the departments of social medicine and health care organization of higher medical educational institutions of Ukraine was evaluated; the state of scientific support of the reform in health at the central and regional managerial levels was studied; the level of implementation of scientific elaborations on the issues of health care reform in practical activity was investigated; the level of acquaintance of health organizers with scientific elaborations on the issues of health care reform was studied; the model of methodological approaches to scientific communications on health care reform to provide the health care organizers with scientific elaborations on health care reform was proposed. The model is justified on the base of the data concerning the negative components of health care reform in Ukraine: the lack of a clearly marked goals; the lack of comprehensiveness of transformations in health care, that provides its being fragmented; permanent revision of strategy of health care reforming as a whole or its separate directions; lack of a clear policy that does not provide the execution of decisions made; ignoring the proven practice of approaches, forms and methods of transformations; impact of lobbying groups on decision-making as for definite measures of reform;the low rate of the implementation of approved measures of reform; inconsistency and contradiction in the course of reform.
