Object of research: state management of the development of the higher education system. Objective: theoretical substantiation of methodical principles and conceptual approaches to managing changes in the system of higher education of Ukraine and the development of practical recommendations on how to improve it on this basis. Methods: categorical and etymological analysis, historical, synchronous and diachronic, structural-functional, comparative-historical and comparative-legal analysis, statistical and structural-system methods. The results: is to substantiate the theoretical positions and conceptual approaches to state change management in the system of higher education, as well as to determine the factors and instruments on the basis of which the practical recommendations for improving the mechanisms of state management of changes in the system of higher education of Ukraine are developed. Novelty: an integrated mechanism of state management of changes in the system of higher education of Ukraine was developed; the substantive features on which the state management of changes in the system of higher education should be based, etc., have been improved. Introduced into the activities of the Ministry of Education and Science of Ukraine and others. Areas of use: public administration, local government, training and retraining of civil servants, local government officials.
