The conceptual foundations of the research are outlined, the source database is devoted to the problems of the content and development of Ukraine's foreign information policy. The state of the scientific development of the problem in political science is determined. The main concepts of external information policy, scientific and theoretical approaches to its analysis are considered. The scientific periodization of the process of implementing the external information policy of Ukraine during the period of social transformation is given. The author analyzes the institutional and legal factors that determine the content and features of the external information policy of Ukraine as a state that is in a social transformation: the legal and legal basis for its development and implementation, the role of state institutions, political interests and political actors involved in its implementation.
