Essay

The theoretical generalization has been made in the dissertation as well as the scientific basis for methodical principles has been provided in it, and practical recommendations for the regulation of international labor migration at the national and supranational levels have also been developed. As a result of the generalization of scientific theories in the sphere of international migration, the preconditions of migration processes under the influence of globalization have been determined in the work, the classification of types of international labor migration by the criterion “the purpose of implementation” has been supplemented, the author’s approach to elaborating the definition “international labor migration” has been substantiated, which, unlike the existing interpretations, is viewed under the prism of regulation of international migration flows at the international, regional, transnational, national and individual levels. The methods and mechanisms for regulating the international labor migration at the national and supranational levels have been identified and systematized, and economic consequences from international migration processes have been determined. The dynamics and structure of international migration flows have been analyzed, the comparative analysis of the regulation models of international labor migration has been made, and the impact of international labor migration on the economy of Ukraine has been defined. The theoretical approaches to implementing the analysis of regulation models of international labor migration in the countries throughout the world that provide the comparative analysis of regulation models by singling out countries according to the degree of the state’s participating in the regulation of the migration volume have been improved in the dissertation, as well as the cluster analysis of countries based on the calculation of the immigrants’ adaptation index to the country’s socioeconomic conditions and the establishment of its interrelation with the main indicators of the countries’ socio-economic development with the purpose of efficient labor use of migrants living on the territory of the country has been conducted. The author substantiates the necessity of strengthening the role of the institutional component in regulating international labor migration at the national and supranational levels, elaborates the conceptual model for regulating international labor migration on the basis of which the strategies of the migration policy for countries throughout the world and for Ukraine, in particular, have been worked out; the author also offers the priority directions for regulating the external migration flows in Ukraine. It is based on the assessment of the immigration volume, its impact on the GDP of the host country as well as the specification of the immigrants’ adaptation level to the social and economic policy of the recipient country. This allows to assess, on the one hand, the impact on the migration volume of the so-called “attraction and pushing factors” by singling out countries with a positive and negative effect due to increase of the immigration volume, and on the other hand, to establish the interrelation of these factors with the level of the migrants’ adaptation to socio-economic life conditions in the host country. The strategic directions for improving the regulation of international labor migration in Ukraine with appropriate mechanisms have been further developed, the factors of the greatest impact on the immigration volume, valid legislation in use, institutional provision as well as the factors of the greatest impact on the level of migrants’ adaptation to socio-economic conditions in Ukraine having been taken into consideration. The proposed directions of regulatory policy include: the reduction of immigration volume (more stringent control); the attraction of labor migrants ready to invest in the country’s economy as well as foreign students on a paid basis; the increase of the level of international immigrants’ adaptation; the reduction of emigration (especially young people); the attraction of private remittances and their implementation into the economy of Ukraine; the regulation of external labor emigration of Ukrainian citizens.
