Essay

The thesis presents the results of comparative-pedagogical analysis of training of future border protection specialists in the United States of America and border guards of the State Border Guard Service of Ukraine in training centres. The problem of border protection specialists’ training within pedagogical theory and practice has been analyzed; main establishment and development stages of the US Border Patrol have been analyzed. Peculiarities of training system of future Border Patrol agents have been investigated. Professional and personal requirements for the future border patrol specialist have been stated. Didactical and organizational-pedagogical features of training of future border protection specialists in the United States of America have been researched. The principles of vocational training have been investigated; curriculum, forms and learning methods have been analyzed. The comparative-pedagogical analysis comparing American and Ukrainian systems of vocational training in the field of border protection has been conducted. Results of the research stated that the American law-enforcement system consists of four levels: municipal, county, state and federal. National border security issues and problems are solved on the federal level. Customs and Border Protection is one of the elements of Homeland Security. In its turn, it accounts for a great amount of agencies and offices, including the Border Patrol. Retrospective analysis has shown that the American Border Patrol has a long way of its development. With the tasks extension the Border Patrol agents faced higher requirements. All in all, a present Border Patrol agent needs to have certain professional and personal qualities in order to accomplish and fulfil their tasks. Within the framework of the present investigation, organizational and pedagogical conditions of the U.S. Border patrol agents’ training have been developed. Thus, according to the research results it was stated that the U.S. Border Patrol specialists’ training has a multileveled structure. The research shows that the vocational training includes the following stages: preliminary physical training; basic Border Patrol Academy training, post-academy training, field operations training, advanced training. The system of U.S. Border Protection specialists’ training is characterized by its integrity, as the general vocational training system remains to be the same for all law-enforcement bodies in the USA. As a result of conducted comparative analysis the following methodological recommendations for Ukrainian Border Protection specialists can be mentioned: on the strategic level – modification of regulatory and legal framework, that could encourage and motivate future Border Guard specialists to undergo advanced training, thus improving their acquired skills and abilities; On organizational level – establishment of the integrated law-enforcement training centre on the territory of Ukraine for law-enforcements specialists with one curriculum standards of physical, firearm, communicative aspects of training; improving enrolment system referring the physical abilities standards in order to provide good physical form; introducing immersion course of a foreign language training with a wider range of foreign languages; shortening theoretical disciplines courses in order to enlarge the courses of practical disciplines. On pedagogical level – providing the sources of professional development and individual fulfilment; developing and implementing the system of integrated training with the Internet; introducing person- oriented study approach; implementing newest modern educational methods and forms (for a foreign language learning: role-plays, TBL, immersion courses). On research level – continuing investigation of specific of a foreign complex vocational training system and its individual aspects in the field of border protection in order to implement gained theoretical knowledge into practical training of the Ukrainian border guards; implementing the results of current investigation into vocational training practice of future Ukrainian Border Guard Service specialists. Current research does not present all aspects of training in the field. Other directions of training investigation, such as: the USA canine programs and coastal protection, advanced training features of law-enforcement bodies, including distance learning, are highly recommended for further research within the framework of a complex US law-enforcement training system.
