Methodological and theoretical foundations of the problem of preparation of masters as managers of education in pedagogical universities are described. The domestic and foreign experience of formation of professional competence of future managers of education in the process of master's training is revealed. The structure and content of the components of professional competence of future masters as educators are scientifically generalized. The technology of formation of professional competence of future managers of education in the process of master's training in a pedagogical institution of higher education is substantiated and experimentally tested. The scientific novelty of the obtained results is that in the work for the first time, on the basis of certain methodological and theoretical foundations, problems (ideas of continuity, professionalization, humanization and personal orientation of the process of preparation of the master as an education manager; systems of scientific approaches: pedagogical – personal, activity, competence, approaches scientific management – system-situational, marketing, anti-crisis), isolated groups of concepts (which reflect the specificity of the combination of management theory, pedagogical science and school management, which provide definition and research of the process of forming the professional competence of the Master as the future manager of education, which are used to characterize the criterial basis of the study), and the structure of the professional competence of the education manager in the unity of the management pedagogical culture, epistemological and functional components is determined; a system of concepts has been modified that reflect the structure of professional competence of future masters as education managers; the pedagogical model (target, content-structural, procedural-activity and evaluation-productive components) is substantiated; formation of professional competence of specialists in the process of master’s training in specialty 073 Management (specialization of «Management of an educational institution»).
