The thesis proposes the solution to the actual scientific problem concerning theoretical substantiation of the mechanisms of public administration by the professional development of pedagogical employees in the system of continuous education in Ukraine, and the modernization and implementation of the Concept of the new Ukrainian school. Based on the scientific research, theoretical concepts of the approaches to the professional development of pedagogical employees as a component of the development of human resources and the object of public administration are generalized, and the principles, mechanisms and functions of public administration in this area are defined. The thesis research proposes the solution to the actual scientific problem concerning theoretical substantiation of the mechanisms of public administration by the professional development of pedagogical employees in the system of continuous education in Ukraine, and the modernization and implementation of the Concept of the new Ukrainian school. On the basis of the research of scientific concepts, the theoretical approaches to the professional development of pedagogical employees as a component of the development of human resources and the object of state administration are generalized, the principles, mechanisms and functions of public administration in this area are defined. It is proved that state administration of professional development of pedagogical employees is based on the following principles: realization of the human right to professional development; ensuring social justice, complexity and consistency of personnel policy in the education area; coherence in meeting the professional needs of the teacher with the requirements of the employer and public interest; state responsibility for creating conditions for professional development, continuity in the education of pedagogical employees; partnership between the state and non-state sectors in providing educational services in the field of professional development of pedagogical employees.In order to perform management functions such as organizational, adaptive, supervisory, informative and motivational functions, the state and local bodies use normative-legal, organizational, political, financial, informative, social, personnel, motivational tools, as well as the mechanisms of quality management and innovative development. The foreign experience in managing the professional development of pedagogical employees was studied and the introduction of particular administrative practices was proposed. According to the results of exploration there were developed proposals to improve the normative-legal provision for professional development of pedagogical employees, to implement the system of managerial support at the state, regional and local levels, using the monitoring of quality of education and monitoring of professional development of pedagogical employees for making the right management decisions in time and adjusting activities of professional subjects development. The system of pedagogical and postgraduate pedagogical education is analyzed, the main deficiencies of state administration are determined and therefore it is proposed to provide: organizational support of the National Qualification Agency, the State Service of Quality of Education, regional certification centers on the basis of regional centers for the assessment of the quality of education; ordering the network of higher educational institutions that train teachers on the base of the demographic situation, regional specificity and the real needs of certain specialists; targeted state support of higher education that meets the criteria of the pedagogical profile; development and implementation of a teacher education model that adequately addresses global challenges and national characteristics; creation of a database of subjects of educational activity at the regional level, individuals and legal entities whose qualifications are legitimate; adaptation of experience of foreign countries in expanding the range of subjects that can provide educational services in postgraduate pedagogical education in order to ensure the variability and the employees’ right to make choices according to professional queries, territorial availability and financial possibilities. The managerial approaches to motivating personal and professional development of pedagogical employees with the use of economic, creative, resource and status methods of stimulation are proposed. The directions of state support for the innovative development of postgraduate pedagogical education as a set of normative-legal, institutional and organizational character measures are indicated. The conceptual principles and practical recommendations for state and local authorities for the modernization of the regional educational system for improving teachers’ skills were elaborated.
