Ivanova A. Fiscal consolidation under conditions of decentralization of budgetary powers

3. Object - fiscal consolidation as an instrument for balancing public finances in Ukraine. The goal - deepening of theoretical principles, substantiation of methodical approaches to implementation of fiscal consolidation under conditions of decentralization of budget powers and development of practical recommendations on its application in Ukraine. Methods - dialectical method; theoretical generalization; analysis and synthesis; historical method; method of scientific abstraction; method of comparative analysis; graphic image; observation; extrapolation method; correlation, regression analysis. Results - the theoretical and methodical approaches to realization of fiscal consolidation under conditions of decentralization of budget powers are substantiated and practical measures for improving the efficiency of balancing public finances have been developed. Novelty – the interpretation of the essence of fiscal consolidation as a set of measures of state administrative influence aimed at optimizing the volumes and structure of budget revenues and expenditures, carried out in order to regulate the volume of budget deficit and public debt to a level that provides budget and debt security of the state, is proposed; scientific and methodical approaches to implementation of fiscal consolidation in the part of balancing its tools, systematization of measures and optimization of ways of coordinating actions of state and local authorities in the process of decentralization of budget powers are improved; the scientific and methodical principles of functioning of the fiscal consolidation tools are developed; scientific and theoretical approaches to substantiation of the necessity of expansion of budget powers of local self-government bodies as a platform for implementation of fiscal consolidation; offered scientific and methodical approaches to the assessment of debt stability of the state through the addition of a list of indicators of debt security and the establishment of their limit values; theoretical-organizational approaches to substantiating a set of measures aimed at improving the implementation of fiscal consolidation by introducing and legislatively fixing fiscal rules have been developed. These approaches have been provided in the activities of the Committee of the Verkhovna Rada of Ukraine on budget issues, Khmelnytsky Regional State Administration, Zaporizhzhya Regional State, the Main Directorate of the State Fiscal Service in Khmelnytsky Oblast as well as in the educational process Ternopil National Economic University.
