Lobunko A. The ecological and economic bases of land distribution by their categories as the main target

The thesis is devoted to actual scientific problems to deepen the theoretical and methodological foundations and develop practical recommendations for improving the scientific substantiation of the division of land into categories for the main purpose and for its efficiency in terms of new land relations. The essence of the concept of land distribution as a complex process of balancing the needs of conflicts in land citizens, legal entities, local communities, the state for the respective purposes and the availability of land and other natural resources appropriate quantity and quality. The conceptual model of the essence of methods of distribution (redistribution) of land according to the main target destination in Ukraine is developed, which includes land management method, ecological-economic and legal methods that form the system of market land relations. Improved methodological approach for the process of land distribution main purpose in Ukraine, which, unlike the existing one, provides for the distribution functions of land in the development of society as a basic framework and land distribution by social, economic, environmental and technological public interest; system of institutional support for the distribution of land on the main intended purpose in Ukraine as a set of legislative elements and institutions (in the light of the essential content) aimed at improving land policy, unlike existing comprising an ordered system of legal, economic, organizational and infrastructure support its operation and regulation; methodological principles of determining the economic, social and environmental efficiency of the distribution of land on the main intended purpose at local and territorial level, which, unlike the existing ones, taking into account a variety of criteria economic (landlord efficiency of land use, capitalization of land use), social (productivity, motivation land use, sustainability in the development of land use), ecological (anthropogenic load, reproduction of useful properties of land resources, harmonization (equilibrium) of land use) and their respective assessment indicators. The conceptual model of the land and land classification system in Ukraine has been further developed, which is intended to provide information on planning of land use development, land regulation, land administration and taxation at the local level.
