Bayuk M. Formation and realization of state security policy in the humanitarian sphere of Ukraine

The present dissertation is the first complex research work in which the outstanding theoretical and methodological, institutional and legislative, organizational and procedural measures have been determined. The ways of improvement the processes of formation and realization in the field of state security policy in humanitarian spheres of Ukraine and mechanisms of counteract against challenges and threats have been analyzed. The contents of scientific and practical recommendations to the state bodies of power concerning the provision of quality, effectiveness of formation and realization the state security policy in humanitarian sphere have been grounded. In has demonstrated that the results of counteractions the threats to the state security in humanitarian sphere of Ukraine depend on timely qualitative legal provision the mechanisms of state administration by these processes. It has been suggested: to organize codification of cultural sphere and adopt a unified, universal, consolidated normative legal act – The Code of laws of Ukraine on culture; to introduce changes as to intensification of responsibility for destruction or stealing memorials of culture; to develop a long-term State program of evolution of home cultural industries; to bring in changes concerning optimization of financial provision of cultural sphere; to work out Strategy of long-term development of safeguarding sphere; to improve the legislation in use as to foundation corporative and private culture of charity and patronage; to pass a law on Conception of state etno-national policy of Ukraine; to work out and approve Conception of information security in Ukraine; Conception on humanitarian development of Ukraine; Regulation on coordination centre concerning the problems of administration in humanitarian sphere on the state and regional level. In has been scientifically grounded that the basis for formation of effective regional policy of state security in humanitarian sphere of Ukraine must be composed by the suggested author’s concept – “regional policy of state security in humanitarian sphere”, “regional threats in humanitarian sphere”. The Concept of the regional policy of state security of the humanitarian sphere is elaborated; its purpose is to implement the policy of state security in identifying, preventing and eliminating the threats to the humanitarian development of the region.
