Chabur S. The Functioning of the Mechanism of Law-making.

The dissertation is devoted to the deepening of the study of theoretical foundations of determining the essence of the mechanism of law-making, its elements, structure and functions, the development of practical recommendations for their improvement. In this work the concepts, features, characteristic features and types of law-making are investigated; scientific approaches to the definition of the mechanism of law-making and its main elements are considered; the structure of the mechanism of law-making is analyzed; The importance and role of law-making initiatives as effective factor of the effectiveness of the mechanism of law-making is determined; the functions of the mechanism of law-making, which promote the ordering and improvement of law-making, are determined; problems of manifestation and influence of lobbyism on the process of law-making and ways of its overcoming are established. The following basic elements of the mechanism of lawmaking are established such as legal means (in relation to the mechanism of law-making they are regulated by normative-legal acts of the authorized state bodies on the adoption, modification, abolition of legal norms); regulatory acts according to which the specified activity is carried out; acts of law enforcement; the legal relationship between the subjects of the mechanism of lawmaking on the ordering and improvement of the law-making process.
