Human resources management system in public authorities. Theoretical substantiation of the conceptual foundations of organization of effective personnel provision of public authorities and development of a model for monitoring the quality transformation of human resources of the public authority as a subsystem of organizational development management. Methods: generalization, analysis and synthesis, induction and deduction, system analysis, comparative, logical-semantic. The conceptual model of the monitoring of human resources as a subsystem of management of organizational development is substantiated. The results are implemented in the practice of public administration.
