The dissertation is devoted to the complex general theoretical legal analysis of the peculiarities of the implementation of the right to education of people with disabilities. The methodology of the research is revealed and the review of the source base is presented, the right to education is described and the legal status of people with disabilities is determined, legal principles of realization of the right to education of people with disabilities are researched. The author discloses the legal nature of the inclusive educational environment and identifies the socio-legal features of inclusive education of people with disabilities in the structure of the education system. The principles of the inclusive educational environment are defined, which are the basic concepts for realization of the right to education of people with disabilities, among them: humanization of the educational environment; elasticity of education; availability of education; flexibility and openness of education; complexity of legal policy in the field of inclusiveness; systematic ideology of full inclusion; scientific and technical perfection of the educational space; social partnership. The foreign practice of realization of the right to education of people with disabilities is analyzed and legal, organizational, social and professional measures on improving the realization of the right to education of people with disabilities in Ukraine are determined.
