Kaida O. The innovative principles of the formation and implementation of social policy in Ukraine.

The purpose of the study is to provide scientific and theoretical substantiation and development of practical recommendations for the implementation of innovative approaches in the process of formation and implementation of social policy in Ukraine. In the dissertation the theoretical principles of system transformations of the processes of formation and realization of social policy are investigated. The theoretical foundations of system transformations of the formation and implementation of social policy in the conditions of transition to a socially oriented market economy are generalized; systematized methodological provisions of social policy; the role of innovative approaches in the formation and implementation of social policy is determined. As a result of the generalization of the trends of modern socio-economic development, the systematized provisions of the model of a socially oriented market economy whose purpose is to ensure the effective implementation of the functions of public administration in the social sphere, where the object is a society with different types of social ties and components of the social system, namely: the existence of a socially oriented market, the management of which is built on a harmonious combination of functional and institutional set owls and methods of social mechanism of economic development; the presence of positive trends of states of long-term balanced market equilibrium and intense dynamic changes; the dialectical unity of effective forms of rigid regulation of the economy and market self-regulation; strengthening the role of the state in the social sphere. It is proved that application of innovative approaches in the process of formation and implementation of social policy will allow to achieve systemic effects of improving the activities of social policy actors and organization of the functioning of the components of the social sphere; to overcome the aggravation of social problems that require new approaches to their solution; to solve the problem of the lack of necessary resources for the development of the social sphere, which requires more effective ways of their search; to satisfy the requirements for the quality of services of social institutions and to bring them to international standards. The present state, trends and problems of the formation and implementation of social policy in Ukraine are investigated; outlined the concept of resource provision of public administration for the development of the social sphere as an object of social policy on an innovative basis; the peculiarities of technologies of introduction of innovative approaches in the process of formation and realization of social policy are determined. The results of the analysis show that most indicators of the state of economic relations and social sphere in Ukraine significantly exceeded the critical values of similar indicators adopted in international practice: virtually any sphere of social life is at the critical level of development; destroyed the basis of human development; Unlike the economic one, the social sphere has come close to its "entropic boundaries", the transition of which threatens the destruction of the entire system. The task of social policy is to create resource support for social standards that meet the modern needs of society, as well as criteria for building a cost structure that provides economic growth. Under the resource support of the formation and implementation of social policy we understand a set of resources of different nature for the possibility to implement management of the development of social sphere. The stages of the management cycle of development of the social sphere as the object of social policy are determined, which involves the introduction of the "chain" of the management of the results using the practice of budget management technologies: meta - indicator - task (quantitative benchmark) - action plan - responsible. Failure to achieve quantitative benchmarks in a certain time period triggers the development of a new chain: the reasons for not fulfilling the task - the most significant factors that influenced the outcome - the adjustment program - is responsible. The directions of increasing the efficiency of realization of social policy tasks based on outsourcing are determined and grounded, as well as modern innovative approaches to the modernization of the tools for the formation and implementation of social policy are outlined; The basic aspects of forming a social alliance as a strategic direction of social policy are presented. The necessity of stimulating the transformation of social partnership relations into the "social alliance" of Ukrainian society as a coalition of two or more organizations with mutually compatible or complementary spheres of functioning, which uses certain methods, methods, procedures, forms and technologies of interaction to achieve strategic goals and tasks, is grounded. focused on solving social contradic
