Essay

The thesis is devoted to the study of theoretical and practical aspects of the process of international labor migration, formation of regional labor markets on its basis, and the mechanism for International Regulatory Cooperation (IRC) of global economic actors in the field of migration. Concepts and theories laying theoretical and methodological grounds for a detailed study of the nature of the international labor migration process, its causes and consequences for the migrants, the recipient countries and donor countries of the workforce are analyzed. The content of IRC considered as a formal or informal agreement, contract or organizational cooperation of countries operating on the bilateral, multilateral or regional level through the development, monitoring, implementation, further administration of regulation, with the aim of convergence and harmonization of rules existing in diferent countries is analyzed. Reasons for IRC implementation by entities at national, regional and global level, areas with the most efficient implementation of IRC programs and the core components of the regulatory cooperation mechanism are determined. The institutional dimensions of labor migration regulation including institutions on different levels are determined. Areas of diversification of the institutional mechanism of IRC are explored by case of several integration associations: the European Union, the North American Free Trade Agreement and the South American Common Market. The EU is proven to acquire the highest level of development and mature forms of IRC where the foundation of the institutional mechanism consists of a number of agreements, strategies, institutions, programs and initiatives aimed at regulating labor migration issues. The administrative levers of the mechanism of IRC considered as a combination of methods, actions and measures based on the application of objective organizational relations between people and institutions built on the mechanisms of prohibition, permission and compulsion are identified. Economic effects of a regulatory cooperation instrument such as the conclusion of agreements and application of directives are analyzed on the example of the European Union. The organizational and institutional support of the international labor migration in Ukraine, where the formation of migration policy is considered as its integral part, is determined. The regulatory policy of Ukraine in the field of labor migration regarded as a system consisting of laws, treaties, agreements formed by various institutes such as ministries, departments and committees is examined. The main administrative instruments and institutions responsible for migration policy creation and implementation are analyzed. IRC system of Ukraine is studied in the context of migration with the Commonwealth of Independent States and the European Union countries.
