Essay

The dissertation is devoted to the solution of the actual scientific problem, which consists in substantiation of theoretical and methodical approaches and practical recommendations to the institutional support of the formation of land use in newly formed territorial communities in the conditions of decentralization of power. The scientific approaches to solving the problems associated with the formation of land use within their territory with a clear definition of the problems that are urgent, the establishment of the reasons for their occurrence, on the basis of which legislative, institutional and organizational proposals are formulated for their solution, are presented, and the expected results in case of its introduction. The conceptual foundations of institutional support for the formation of land use in newly formed territorial communities are formed as a set of norms and rules reflecting state, local and private interests and mechanisms for ensuring compliance with them, aimed at building land relations and land use, and forming a harmonious functioning of them, taking into account social, ecological and economic components based on the use of land. The conceptual model of distribution of functions between executive authorities and local self-government bodies concerning the formation of land use within the territories of territorial communities has been developed, giving them management, regulatory, organizational, and land management functions. The need to change the institutional environment for the formation of land use within the communities in the part of modernization of environmental, social, market, fiscal, organizational, legal, planning and innovation components has been proved. The organizational-institutional structure of land use development planning in territorial communities has been developed, which will ensure their economic feasibility and environmental safety. The estimation of the productivity of natural resource potential at the level of the region, district and territory of the territorial community is carried out. The priority of land management and urban planning documentation in providing a holistic planning process for the formation of land use within the territory of the community is scientifically grounded, their interdependence established and their impact on the level of capitalization of settlements in these communities is assessed.
