The dissertation research is devoted to the problem of the existence of depressive economic areas in coastal cities. Generalized results of the analysis of scientific and project experience, foreign and domestic practice of adaptation of depressed economic territories for new functions in the conditions of coastal cities; use of new recreational functions in depressed economic areas. Conceptual frameworks (principles, models, techniques) and practical recommendations for the functional planning reorganization of depressed economic areas during the formation of landscape and recreational formations are formulated.
A scientific analysis of the industrial coastal zones of the city of Odessa was carried out, on the basis of which depressive economic territories, which lost their basic functions, made their characterization, considered the reasons and conditions of their appearance. Based on the city-planning analysis of Odessa, foreign experience in introducing new functions in depressed economic territories, it was established that the landscape-recreational use is actual, as a result of the socio-economic and tourist development of the city.
The general method of research is determined. Methods and criteria of complex assessment of depressed economic territories and estimation of factors of influence on their reorganization are revealed; methods of determining the recreational potential of depressed areas, taking into account the specifics of coastal cities and justifying the functional use of objects.
The classification of stages of industrial development in Ukraine (pre-industrial, industrial, industrial, post-industrial), and the planning and spatial methods of locating industrial enterprises in settlements (angry, linear, parallel-band, group) have been improved.
A typology of depressed economic areas (degraded agricultural lands, disorderly industrial and local and water-port zones, abandoned industrial heritage sites and their historic areas to be reconstructed) have been developed, and suggested methods and spatial planning models for their landscape-recreational reorganization.
The basic principles of recreational use of depressed economic areas and objects of industrial heritage of coastal cities (“alternative recreational use of industrial territories”, “renovation of objects of industrial heritage for recreation”, “creation of innovative tourist complexes”, “optimization of parameters of landscape territories”) are formulated. Recommendations for designing of landscape-recreational formations in the conditions of degraded territories (agricultural, water-port, historical areas) are suggested.
