The object - is the process of formation of universal competences of a person under the conditions of inclusiveness of the world economy. The goal - is to deepen the theoretical positions of the inclusive development of the world economy as an environment for the formation of universal human competences in the context of behavioral and technological revolutions and to develop on this basis the priority directions of the implementation of the European model of inclusive development in the educational space of Ukraine. The methods – scientific generalization, historical-logical, economic analysis and structural synthesis, dialectical method of cognition, method of comparisons, statistical and economic-mathematical, graphical, tabular. The results –scientific and applied provisions concerning the formation of universal human competences under the conditions of inclusive development of the world economy have been developed. The novelty - theoretically substantiated and empirically confirmed position on close relationship between the processes of formation of universal competences of a person as the key qualities of human capital, dominant in the era of behavioral and technological revolutions with inclusive economic growth, which increases the function of social opportunities, ensuring equal access of general population to qualitative education throughout life and work, as well as social benefits; the concept of universal competence of a person has been improved, which, unlike the positions of other scholars, emphasizes their understanding not only as a set of non-specialized, superprofessional skills, but also knowledge and skills that enable to form individual dimension of a person as the key agent of the world economic development in the conditions of radical technological changes, on which educational priorities are built independently of the specialty; the classification of universal competences of a person, which, in contrast to the existing, involves the introduction of two classification features: the level of interaction and the field of application; theoretical model of institutional provision of the process of forming the competences of a person that, unlike the existing ones, encompasses institutions that provide a permanent link between the labor market and the educational sphere by engaging the business to form necessary competences, the introduction of state and international programs for support of education throughout life and use of opportunities for the virtual learning environment; further developed: scientific approaches to the identification of the main tendencies of the formation of universal competences in the higher education system of the EU member states in the context of technological changes in the global economy. These include: the transition from the concepts of "University of Teaching" and "University of Research" to "University of Learning"; creation of new technological platforms for the commercialization of innovations (university-government-business); widespread use of digital technologies in educational processes; expansion and change in the format of institutions that provide services for mastering universal competences; wide introduction of a competent approach in educational sphere; evolutionary transformation of the perception of own students not only as intellectual resource but as intellectual capital; a fundamental change in university activity through the active involvement of students in qualitative management training processes, participation in research and projects not only during training; development of international cooperation on the formation of the content of the universal competences required in the labor market of Revolution 4.0; conceptual and theoretical approaches to the formation of universal competences of a person in the system of higher education through the change of target orientations and definition of the directions of development in certain spheres of their achievement (financial, organizational, personnel, research, international cooperation); theoretical-organizational approaches to the implementation of the European model of inclusive development as a medium for the formation of universal competences in educational space of Ukraine by eliminating cognitive and functional gaps between universities and labor market; increasing the efficiency of business activities of universities; formation of the national knowledge base; the development of inclusiveness in education and employment through access and equality of people in the process of acquiring professional and universal competences.
