The dissertation presents a theoretical generalization and a new solution to the scientific problem in relation to the substantiation of the essence, content and peculiarities of state regulation in construction on the principles of self-regulation as a risk management mechanism. The scientific and theoretical substantiation of the interrelation of state regulation and self-regulation was given by defining that self-regulation is not deregulation, but regulation in a different way. The organization of self-regulation by a way of establishment, legal form, voluntary or obligatory membership, systematization in the legislation, degree of market coverage, etc. was systematized. The key features of self-regulation include as follows: the association of participants of the same market, the existence of their own rules and standards, mechanisms for monitoring compliance with them, dispute resolution mechanisms. The advantages and disadvantages of self-regulation were outlined and it was established that self-regulatory organizations with power and administrative functions are actors of state management and a public administration tool. The role and place of self-regulation in each of the three components of the regulation system in construction were defined. It was proved that domestic legislation, despite the deficiencies established in the course of the dissertation, contains prerequisites for introducing self-regulation. It was determined that self-regulatory organizations in construction in Ukraine were created on the basis of a mixed model of self-regulation and were one of the first to start carrying out the delegated powers. Their experience is useful in reforming the institution of self-regulation in Ukraine. Two approaches to self-regulation development were identified and described depending on the degree of state intervention (spontaneous and regulated self-regulation). In order to prevent excessive regulation of the activities of voluntary self-regulation organizations, with the development of legislative changes, it was recommended to differentiate the degree of state intervention. A model of self-regulation of construction activity in Ukraine was developed, which includes a system of interconnected components (objectives, tools, measures, deliverables), and a Roadmap for self-regulation development was drawn up. Based on innovative approaches, international experience and the best domestic practices, particular proposals were developed to improve the national legislation on self-regulation aimed at modernizing the target, functional, organizational and other constituents of public administration mechanisms in construction on the principle of self-regulation as a risk management mechanism.
