Essay

The thesis proves that bureaucratism is a phenomenon which goes far back into the history, is complex as regards its essential properties, and diverse by its external manifestation. This has a relevant impact on the level of its scientific cognition which is presently characterized by a diversity of approaches to bureaucratism and ambiguity of interpreting it in the scientific cognition system. It has been found that the phenomenon of bureaucratism is largely determined by the monopolistic functioning of the state and, consequently, a special position of the bureaucracy, which influences the public administrative process. Concurrently, bureaucratism is in a "genetic" interconnection with the functioning of the bureaucracy, being the negative outcome of its activity issuing from disregard of social goals and the very nature of public administration, as well as from perversion (reduction to absurdity) of the rational core of administrative activity. It is this kind of connection that describes the term of 'bureaucratism', the nature and meaning of which, on the one hand, derives etymologically from the term of 'bureaucracy', and on the other hand, is stipulated by the need to describe the negative phenomenon - the functioning of the bureaucracy in the form of an entirety of its asocial manifestations and irrational behavior. The work substantiates an idea that the main measures to raise the efficiency of public authorities in Ukraine are as follows: promoting the development of project activities and encouraging competition within the public sector (organizational efficiency); ensuring the improvement of public services quality, in particular, due to advancement of e-governance and introduction of the client-oriented approach (administrative efficiency); public authorities' commitment to solution of social problems (social efficiency); provision of budget financing of public authorities, taking into account the specificity of using the earlier provided funds and the level of achievement of the preset indices of the economic development of territories (economic efficiency); formation of a network of formal and informal communicative institutions (communicative efficiency).
