Essay

Object of study: the state policy of national security of the Republic of Poland. Purpose: scientific substantiation of the theoretical foundations and the development of practical recommendations for improving the public administration of Ukraine's security policy, taking into account the experience of the Republic of Poland. Methods: analysis and synthesis; induction and deduction; unity of historical and logical; economic and statistical methods; methods of observation, comparison and generalization. The results for the first time substantiated the development of state management of Ukraine's security policy, taking into account the positive experience of such a policy of the Republic of Poland, the general concept of which determines the need to apply innovative approaches, on the one hand, to organizational and economic support of public administration in this area, and on the other, to legal support. Novelty: theoretical foundations are scientifically substantiated and practical recommendations are developed for improving state governance of Ukraine's security policy, taking into account the experience of the Republic of Poland; improved identification of the features of the implementation of the experience of international cooperation in the field of national security in the Republic of Poland; improved the identification of areas for improving state governance of Ukraine's security policy, taking into account the positive experience of the Republic of Poland; improved scientific approaches to assessing the prospects of cooperation between Ukraine and the EU and NATO in the field of national security, which are based on the principles of organizational functionality, integrity, spatiality, consensus, and the like; further developed the definition of the essence of the concept "public administration of security policy" as a system of state measures to protect the vital interests and values of a person and a citizen, society and country in all spheres of their activities. The scientific substantiation of the evolution of the European security and defense policy through the lens of the definition of the duality of development of the EU and NATO was further developed. The Center for Operational Communication of Telecommunication Systems and Information Technologies of the State Emergency Situations Service of Ukraine, the Administration of the State Special Transport Service of Ukraine, the Administration of the State Border Service of Ukraine, the National Academy of the State Border Service of Ukraine named after Bogdan Khmelnitsky, the Kharkov Regional Institute of Public Administration of the National Academy of Public Administration at President of Ukraine.
