The dissertation first revealed, theoretically substantiated and experimentally verified the effectiveness of the model and pedagogical conditions for the development of legal competence of HS administrators in postgraduate education (professional development of administrators and understanding of possibilities of professional self-realization in management activity; the combination of traditional teaching methods with innovative ones aimed at modeling professional development situations; deepening of practical component, intensification of research work and increase of importance of self-education). A model of professional development of legal competence of higher education administrators in postgraduate education has been developed, in which the strategic-administrative content of administrative management, semantic-methodological, substantive-methodological content, organizational-administrative content, activity-creative and relevant content are functionally interacting. Basic concepts that are included in the scientific thesaurus of the development of legal competence of HS administrators were specified; the content of the concepts "development of legal competence of higher education administrators in postgraduate education", "professionalization of higher education administrators", "professionalism of the high school administrator", "administrative position", "the administrative elite", "professionalism of management activity", "management system", "organizational management structure", "organizational management architectonics", "administrative management of higher education", "administrative impact" and "administrative coercion"; criteria (reproductive, heuristic and creative), indicators and levels (average, medium and high) of the development and well-formed legal competence of high school administrators in postgraduate education. The content, forms and methods of development of the legal competence of HS administrators in postgraduate education have been improved.
