In the dissertation the actual scientific task is solved, which consists in scientific and theoretical substantiation of mechanisms of formation and realization of public-private partnership in the innovation sphere and development of practical recommendations for improvement of procedures and technologies of its realization in modern conditions of social development. A theoretical and methodological analysis of public-private partnership in the innovative field of postmodern state in the context of modern research approaches was carried out, during which the theoretical identification of public-private partnership as a legally formulated form of mutually beneficial cooperation between state authorities and business entities on objects, which are in the sphere of direct state interest and control, and also services, which involves the pooling of resources and the distribution of risks between them for the purpose of effect vnoyi projects that are of great political and social significance. Public-private partnership is revealed as a structural means of stimulating innovation activity in the state and the tool of formation of the innovation sphere of the state. It was found that one of the most fundamental reasons that prompted the start of a partnership was the acceptance of the fact that both the public and private sectors have unique characteristics that give them the advantage of providing services to the population. Another reason for the implementation of the PPP practice was to change the approach to understanding the function of the government, in particular, the adoption and awareness of the need to transfer their part to the private sector as more mobile and effective. The last decades have proven that the PPP has proved its effectiveness in implementing a large number of large-scale projects in the field of electricity, housing and communal services, nature management, etc. In recent years, significant legislative steps have been taken to develop a public-private partnership, but, given the considerable potential and capabilities of the latter, it seems necessary to formulate a state policy on PPP development, increasing the number of projects of interaction between the state and business, expanding the scope of their implementation and creating favorable conditions for the sub Entities on the right to use property. The state-private partnership in the innovation sphere of the state as a structural condition of consolidated management is substantiated. World experience shows that concessions and life-cycle contracts are best suited for attracting extrabudgetary infrastructure investments due to the following reasons: the agreements are long-term, allowing the parties to plan for a long time period (for the state - to plan economic development, for a private partner - to carry out long-term investments with a high degree of reliability); a private partner has sufficient freedom to make managerial and economic decisions, and also has the opportunity to invest in state-guaranteed projects and to receive stable income over a long period of time; only the right to dispose of and use the object of state property is transferred to the private party, and the state has sufficient levers of influence on the private partner in violation of the terms of the agreement; the state receives from the private party advanced management methods, as well as the application of more effective and up-to-date technical solutions and, consequently, improvement of the quality of services; the state partially relinquishes the risks of the operation of infrastructure objects, as well as the risks of exceeding the estimated cost of construction, most characteristic of infrastructure objects; the investor is interested in meeting the terms of the construction of the objects, since it depends on the return of investment, which is also important for the state. The mechanisms of realization of models of open innovation as an optimization-perspective form of development of public-private partnership in the innovation sphere of Ukraine are developed. It is proved that the introduction of the concept of open innovation will promote the integration of internal and external sources of information, as well as allow dissemination of scientific and technological knowledge among individual subjects of the innovation process. An integral element of the innovation development of the national economy is the provision of enterprises access to the information base of promising scientific and technical developments and the inclusion of the subjects of the innovation market in the international information network, which will facilitate their integration into the global innovation environment.
